Does anyone know how difficult it would be to upgrade Flight One's Meridian with a new GPS unit rated for Vista64/Windows 7 64 bit and get it to fly in FSX?

Thanks for the comment, I also had the thought that the GPS avionics (which is the main part that does not work)and its associated links to other avionics could be fixed in an aircraft designer tool by buying the components from the vendor(s) and installing them and linking, but I have not ventured down this path before.

That really depends on how the plane was written for FS9.
Some planes are really simple, and port over pretty easily, and others are written in a way that makes them incompatible with FSX. Usually, it's the .air file that doesn't cross over, and can cause a plane to be un-flyable, even if the visual model looks pretty good.
Also, the panels can cause fits, as a lot of gauges used in FS9 won't work in FSX. That's why, as time has progressed, the Add-ons are getting better and better, because these things take time to write.
I know this isn't much of an answer, but it's all I've got. :-) You may be better off waiting to see if they do a Meridian for FSX.
